No discussion of law enforcement would be complete without examining the police’s use of deadly force. The police are the only American public servants authorized routinely to make quick and irreversible decisions that are likely to result in the deaths of other Americans.
In fact, the vast majority of officers never fire their weapon during their career, except during practice on the firing range. It is also true, however, that law enforcement is not without hazards. Compared to general public, officers are twice as likely to be murdered and to suffer much higher rates of assault involving injuries.
Though cases of using deadly force are infrequent, it is estimated that the half-million police officers employed in the United States shoot about 3,600 people every year, with fatal results in about one-third of the shootings. These shootings usually take place at night, as officers respond to an armed robbery or answer a disturbance call – a domestic dispute, a barroom brawl, or a person brandishing a gun. The victims typically are young adults, aged seventeen to thirty, who have used or threatened to use a firearm or other weapon, such as a knife or baseball bat. Most controversially, police disproportionately kill people from minority groups. Some commentators argue that this finding is clear evidence of police racism, but caution in making this interpretation is called for: research indicates that black officers are as likely as white officers to use deadly force.
